Putting an end to the speculations, the Centra Board of Secondary Education (CBSE) on Thursday announced its class 12 result evaluation criterion, however, a section of students and parents expressed concerns over the inclusion of internal scores of classes 11.
The theory component will be assessed first by giving 30% weightage to the average marks obtained by the students in class 10 in the three best performing subjects out of the total five. Secondly, a further 30% weightage will be given to the marks based on the theory component of the final examination taken in class 11. Finally, 40% weightage will be given to the marks obtained in one or more Unit Tests, Mid-Term Examination, and pre-board exams in Class 12.
So, if the total marks for theory are 80, the 30% weightage of Classes 10 and 11 would come to 24 marks each. The 40% weightage derived from performance in various tests conducted in Class 12 years would translate to 32 marks.
On the practical component side, the calculation will be on the “actual basis” of the marks uploaded by the schools on the CBSE portal. As per the scheme, the total marks awarded should be commensurate with the school’s past performance in the class 12 board.
CISCE too will be announcing its results on a similar criterion. The Council will take into consideration the six years’ performance instead of three, as suggested by CBSE. CISCE result will be declared by July 20 and students unhappy with the result can appear for written exams.

Calculation of results, uploading, and other result-related matters for each school will be left to the results committee. Every school will compulsorily have a results committee. The results committee will consist of five members – the principal of the school who will also be the chairman of the committee, the two senior-most teachers of the school, teaching class 12, two teachers from neighboring senior secondary schools will be co-opted as class 12. external member.
The Results Committee may also invite a teacher with an IT background for full-time assistance in computing the results. The subject teacher(s) shall be present in the committee for deliberation as and when their subject and the performance of the students are being discussed and recorded.
A results committee will be formed in each school under the principal consisting of two senior-most postgraduate teachers from the same school and two postgraduate teachers from neighboring schools. The committee has been given the freedom to prepare the results following the policy.
The CBSE would aid them by establishing a help desk and also by providing software support, etc, to prepare the result. The CBSE said it would declare the results by July 31, 2021.
CBSE in an affidavit said that the first element in Class 12 evaluation is the results of unit tests, mid-term exams, pre-board exams conducted by schools. In an affidavit submitted to the Supreme Court today, CBSE said that due to the nature of online examinations from homes and varying access to digital infrastructure, it is not prudent to rely solely on these scores.
In case if a candidate is not satisfied with the assessment done, based on the policy, he or she would be allowed to take the examinations to be conducted by the Board when the situation is more normal.
“Most of the candidates will be happy with this scheme… When there is a manageable number you can consider holding a physical exam later,” a Bench of Justices A.M. Khanwilkar and Dinesh Maheshwari addressed Attorney-General K.K. Venugopal, appearing for the Union of India, which is CBSE’s controlling authority.
If a student has failed to obtain the minimum passing marks or wishes to appear for a written exam and is not happy with marks given by the board based on special criteria. These students will get a chance to appear for a written exam at a later stage. If any student cannot meet the qualifying criterion, s/he will be placed in the “Essential Repeat” or “Compartment” Category.
Students who had changed their schools and are appearing for the board for the first time in their current school, such schools will not have data for the last three years of a student. In such a situation, the board will provide historical data. Schools that have switched from other Boards will have the option to take their performance in their respective Boards during the previous year subject to approval by CBSE. Other schools will be shown data of their group of schools at the district, state, and national averages of last three years’ performance in the Board Exams.
Since schools have to mark their students. Some may even increase the marks, however, CBSE has laid down some rules to keep track of this. In each subject, schools are allowed to award marks in the range of +/- 5 marks obtained by the students. The aggregate average marks for the school determined in accordance with the prescribed rules should not exceed the aggregate average marks obtained by the school in the particular reference year by more than two marks.
Since the marks for classes XI and XII will be awarded at the school level, they will not be strictly comparable across schools due to variation in the quality of question papers, evaluation standard, and procedures, mode of conduct of examination, etc. Therefore, to ensure standardization, each school will have to internally moderate the scores taking into account school-level variations using a reliable reference standard.
For private, and second chance compartment candidates, CBSE will hold exams “when the conditions become conducive for the conduct of such examinations. The details will be notified in due course,” said the board.
All the schools will seal the records of the students along with the Rationale document under the signature of all members of the Committee and these should be kept in the safe custody of the Principal of the school for subsequent verification. The evidence towards the performance of the student in the internal tests/exams conducted by the school should be documented student-wise and maintained in a secure manner. These documents may be called upon for subsequent verification as per the instructions of the Board.
The Council for the Indian School Certificate Examination (CISCE) assessment formula would include taking into consideration the students’ Class 10 ICSE Board exams, project and practical work in subjects, best marks obtained in school exams in Classes 11 and 12 and the best, the performance of the school itself in the past six years.
“The situation which CBSE and ICSE faced was unprecedented. It has never before happened in the history of this country. We had to innovate. A committee of 13 experts went through numerous alternatives to finally decide on this policy,” Mr. Venugopal submitted.
Mr. Venugopal said the committee led by Vipin Kumar, Joint Secretary, Ministry of Education, held a meeting with the principals of CBSE-affiliated schools. The feedback was obtained from 229 Sahodaya School Complexes, comprising 7,734 schools, regarding the policy which would determine the future of about 14.5 lakh Class 12 students this year.
